I think before they do this they need the EPA to do an environmental impact study on the effect of flashbangs on Killer Whales and other sea life. I hate the idea of our government shooting at us, even if it is just a warning.

Agreed Gretchen. I for one am keeping a copy of the picture, with the 130′ Modoc in the middle, and the statements by both the Coast Guard and the Department of Ecology. I believe they have fined private boaters for much less.
